Attempting the simulink tutorial about computing the steady-state operating point of the watertank system. In the Simulink window I go to open "Tools" > "Control Design" and the only option is "Model Discretizer". There seems to be no option for "Linear Analysis" as described in the tutorial.

It probably means that you don't have Simulink Control Design., which you
need for linearizing Simulink models. What do you get when you type "ver"
(without the quotes) at the MATLAB command line?
