how to plot this figure

i make radar scope i plot some circles in a figure in gui i want to change the background of this circles to green line using (r,g,b) and i want to move line like antenna which scan the all figure (rotating line center of rotation is center of this circles

mention your graph with hold example ill send you a code which will show u a robotic arm moving inside hold on and hold off
